I don't know what it is, but I can understand ducktape perfectly. You don't go up in rank unless an admin thinks you deserve it.
(which, frankly, I believe is skewed, since I have provided tons of help and service to people for two years and I'm still a PFC... but hey, I guess that's how it works).

If you mean for this forum, well, you won't have to worry about that. If you mean for game servers, you get to be an admin by being a trusted person, and by not asking "can I be an admin?". And even then, no guarantee. Most of the people who ask this question don't have a good reason for wanting to be an admin. You click on "Search" in the menu bar above. It will let you type in words to search these forums for. It also let's you look only in specific sections, for posts by certain people, etc... you should try it out.
