One way to achieve this is to have it so that a player must spend a certain amount of time sitting on the flag to actually pick it up. Especially if it's your opponents team flag.

Something like this has already been done as a server plugin called "Progressive Flag Mode".

_flagEffectTime How much time it takes for the flag to go into effect.
_flagRadius Determines how close a tank must be to a flag to pick it up.
Proficient use of these will ensure that a tank must be *close* and have to *wait* to use the flag. Note that the _flagEffectTime doesn't refer to the amount of time it takes to pick it up, just the amt of time it takes to have effect.
