Capping- Rule Clarification

i've been asked to clarify when a last second cap is legal or not.

if the cap occurs before the Game Over message, then it is legal.

please realize that any individual client may see this differently, depending on his/her lag.

the determination is made by the server side replay. if you check the replay, it ends at precisely when Game Over would appear. if the "capping" player did not land on his/her base when the replay ends, then the cap is not legal.
