I got a new Dell Inspiron laptop, and it's got an AMD Turion processor, and an ATI RADEON Xpress1270 graphics card, and yet I still only get around 50 fps ... Anyone have any settings/driver updates to increase my FPS?

No. It can also depend on what quality you run bzflag on, I used to get 20-30 then I did quality low and got 70. But I would fiddle around with the graphics settings and check for a driver update.

You probably have vertical sync turned on. However, that's best left on, as the display won't 'tear' when it redraws.

That is a low end system. The best thing for you to do would be to lower your screen resolution.
