I mostly did all of the above; I'd observe how people played/behaved in the game and would pick up techniques from them or develop moves to counter what they did. I would practice them alone or with other players in a mostly empty map until I could get it down pat, then start practicing them with players that were better than me.
I'll admit I'm too lazy to read the tactics guide in full, but it has some helpful tips every now and then.

I do read some of the tactics and look at some people before I got shot. The rest is myself.

How to get good.
I've always been an experimenter. I just try new techniques to see which ones work. I also observe other players to see how they play.
Reading the tactics threads in the forum is a complete waste of time to me.
