I need a plugin that simply waits 20 mins, does /endgame, and restarts its timer. Is that possible?

Yep, It actually would be quite easy to make. No, I doubt anyone will make it for you. I would look into using the /countdown functions inside BZFS if you want timed matches. There's also the timedCTF plugin bundled with the source if you want that. Just be warned that once the game ends, you have to rejoin to play another game.

You could use the existing BZFSCron plugin.

He is correct on his point, if not rude in his presentation. There is a lot of info out there that you should at least try to find first. The wiki contains a lot of information that pertains to your work. The same can be said for searching these fourms. It may also be beneficial to come into the IRC chat room to ask basic questions rather then posting them all to the forums.
