I prefer it on the left- user info is right there as you begin reading the post. I don't know anything about phpBB templates (I'm a vBulletin guy) so I don't know how hard it is to change the layout around.

I've run BZFS on a 500MHz Celeron box with 64MB of RAM under Windows 98... no problem. Network utilization is always the issue. I heard on the client side, score is calculated based on MsgKilled and such, not the MsgScore that everyone else is updated with. I think that instead of adding a field to the scoreboard for CTF, the scoring rules for players could just be altered for CTF games in such a way that a player's score is mostly dependent on their contribution to the team... i.e. flag defense, grabbing opponents' flags, and capping. Of course, you could always drop the flag before you get hit. ;-) Possibly setting _maxFlagGrabs to 1 on a server will make it even more risky for the holder (if you drop the flag before you die, you lose it).
