Maybe, take the shot limit down a bit? lol
Otherwise this is what will happen to an average player; "Spawn-Death-Spawn-Death-Spawn-Shoot-Death-Spawn-Death-Quit"

On a CTF map i think that base camping is really bad because it is unfair on the players of the team of which the flag was caputred. You could use a water level and make your map above it.
Or you could use a water based texture on something, which could allow you to go "under the sea" so to speak.
