Wow, I have no idea what the problem could be. Does it do it when you use the fairCTF plugin without my modifications? Yeah, once server plugins can modify the tanks' scores, a plugin could do this quite nicely. The only problem with doing it right now is that very few people play on the version 2.1 servers.
