although I am afraid that without player scores getting people to a CTF would be a hard draw. I agree. People are to concerned with having a good personal score rather than having a good team score. I know a lot of new players to CTF leagues think that the personal score is what matters, even thoug...

The first idea sounds good. Astroman : it would be like the ricochet flag. Servers without rico have that flag. The same thing goes for the jumping flag. It's probably a glitch with the program. Seeing as it's not being developed anymore (AFAIK, at least), I'm not surprised it has some glitches.

I would imagine you would need permission from the 1vs1 league to do this. If you are using a completely different map, then it may be okay. Also, could you maybe give some more information about the tournament? Like time, date, map, number of players allowed, what kind of scoring, what kind of brac...

It's not bad. It's a little open in the area between the center structure and the bases. Maybe add some defense around the bases (pyramids, blocks, etc).

Not quite. It's based on your involvement with the community. You could completely despise some of the developers (administrators), yes still have a special rank because you are rather deeply involved with some aspect of bzflag.
