Is it able to be downloaded in Windows(chatchannel)? And how would i join in on a conversation? I didn't cath that part.

How about you make a plug in program that can add music from your computer and place it on your server. Also having sometype of plug in file of music so you can access the file from game play having options of next track, play, stop, shuffle, pause, and previous track.

What about somehow syncronizing some free Voip service with bzflag.

Are you kidding me i can have a hosting server? Well doesn't matter anyway I don't have $200 a month even if i did it's not available in my area . But there are othe pricing plans like 15mbps downstream and still 5mbps upstream for 40 bucks .
